Help finding archived discussions

Hi! I'm curious about the discussions that led to the 2009 proposal mentionned in the policy and I'm able to track down some discussions in the archives of this discussion page, but I was wondering if anyone could help me find the main discussions regarding the development of said proposal - was there any version of this policy before 2009?
